Is this a bug? I'm almost at the end of my France game and the AIs are stuck in some endless war and the map looks pretty broken. Spain and its 4 Colonial Nations are at war with Portugal and its 6 Colonial Nations and the Mughals for 74 years. Entire Portugal in the Ibberian Peninsula is fully occupied for like 50 years by Spain, Portugal's land in Africa is occupied by portuguesse peasants, 2 New World portuguesse CNs are occupied by peasants, 3 spanish CNs are occupied by peasants and 1 by the Mughals... Like, what is going on? I loaded my save as Spain for a minute to see what's going and every kind of peace can be achieved, but no one even makes a peace offer, and every singe faction in this war is at 20 war exhaustion except Spain and the Mughals... Bug?

Happens all the time with France-Spain in my experience, the AI has a 90+ warscore yet wont sue for peace. EU4 is a bit Total war these days with stupid AI.

Happened in my Ottomans game as well, between Russia and Japan. Russia had 70+ warscore and could easily walk all over Japan to get it to 100, but for some reason they stopped after taking their mainland provinces. I believe the reason for this was that since Russias only navy was set up in the Black Sea, they couldn't get across to Japan (they had no coastal provinces in the east). It seems like if the AI feels it's winning and can get 100% warscore, it won't sue for peace prematurely, even if they can't progress. Anyhow, that war went on from ~1650 to 1821, even though there didn't seem to be any action at all except in the first couple of years.
It happens when the warleader only wants one thing but can't get it occupied, most often France DOW'ing Spain to try to get Corsica when Spain has a superior navy and massive overseas empire.
