People keep saying you can win as Norway without allies. I have a hard time winning as Norway WITH allies. How do you do it?

Last time I checked it was like this, but now someone lock this thread because this has been solved.

I'm positive that has only ever been applicable to getting the AI to do it.

You have never needed 50 LD as a player to declare while at peace. You still need it to declare while at war.
