Usually in the course of Barbarossa Germany accumulates quite some belligerence. This leads to neutral american nations like Panama declaring war on Germany. So far so fine.
They do however not join the allies. That is not fine, but still somewhat OK.
What is not OK is the result it has on italian surrender. It causes Italy to be in war together with Germany and in war against Germany. So this needs to be changed somehow. War and peace tend to be rather event-sensitive.
