Franco's demands at Hendaye were, in fact, so extortionate that it has been the subject of speculation ever since that Franco intentionally tailored his demands to conflict with Germany's own needs and the changing German-Vichy relations (briefed by Canaris) in order to avoid joining the Axis without outright rejecting them.
