So, like in title.

I decided to split my hive minded society into "brain class" and "worker class". One of the templates was given Nerve Stampled trait which says that pops with this trait cannot be rulers nor specialists.
However in my empire this slave-ish strain is working as metalurgists, researchers etc.

Is it some kind of bug that nerve stampled pops are occuping top tier working places or am I just not understanding what ruler/specialist job is?

I don't know if this applies to nerve stapled, but droids can occupy some menial specialists (metallurgist, artisan) but not more advanced ones like priest, researcher etc.

I wonder if Nerve Stapled has a similar restriction.

Right now Nerve-Stapled can't be a Ruler or Specialist, however what you have is a complex drone. Complex Drones don't have the same checks (though arguably they should), the game only seems to be checking to make sure a drone fills the job.

brain_drone = {
category = complex_drone
condition_string = DRONE_JOB_TRIGGER
building_icon = building_research_lab_1

possible = {
drone_job_check_trigger = yes
}

and

drone_job_check_trigger = {
custom_tooltip = DRONE_JOB_TRIGGER
hidden_trigger = {
exists = owner
owner = { is_gestalt = yes }
is_being_purged = no
is_enslaved = no
is_being_assimilated = no
NOT = { has_citizenship_type = { type = citizenship_organic_trophy } }
}
}

vs

ruler_job_check_trigger = {
custom_tooltip = RULER_JOB_TRIGGER
hidden_trigger = {
exists = owner
is_enslaved = no
is_being_purged = no
is_being_assimilated = no
NOT = { has_trait = trait_syncretic_proles }
NOT = { has_trait = trait_nerve_stapled }
OR = {
NOT = { has_trait = trait_mechanical }
AND = {
owner = { has_technology = tech_synthetic_workers }
owner = { has_policy_flag = ai_full_rights }
}
}
NOT = { has_citizenship_type = { type = citizenship_organic_trophy } }
}
}

Well, personally I don't see anything wrong with nerve stampling. I can make one set with maxed out research focus and another subspiecies that are focused on income but will not take advanced jobs.

If it's just for workers, very strong would give you the same stuff for as many points, plus the army damage. Or you can use the 3 points to get communal and rapid breeders.
Nerve stapling is balanced around suppressing enslaved pops. The 5% buff to production isn't worth 3 points by itself.

The nerve stapled tooltip is wrong on multiple counts:
It claims to increase resources from jobs by 10%, but only adds 5%.
It claims nerve stapled pops cannot generate leaders, but they can.

It's definitely an oversight, but an understandable one. Nerve stapling drones doesn't make much sense. 3 points for just a 5% increase in production just isn't worth it.
Being able to prevent pops from spawning leaders is extremely useful, and nerve stapling is the only tool available to hiveminds - which is ridiculous in the first place.

Then there should be an option to allow/disallow leaders from a specie/subspecie that is part of the hive mind in the Specie Rights. Nerve Stapling doesn't really sound like the correct solution.
