First, I want to preface that I'm loving all the balance changes so far in 1.34. This is the only personal fix that I think should be done to go alongside the new changes.

Across the board, idea groups have had their force limit and manpower modifiers reduced. For national manpower, Aristocratic/Indigenous has been reduced 33% to 15% and Quantity from 50% to 25%. For force limit, Offensive has gone from 33% to 15%, and Quantity from 50% to 25%.

On the other hand, national ideas have not changed. Russia, for instance, still gets +33% to national manpower and +50% to force limit. This makes the relative power of Russia's already strong national ideas even more so. For instance, in the old game, everyone taking quantity would mean Russia would have 2x it's force limit vs 1.5x for other nations that don't have those buffs. Now, it would mean 1.75x vs 1.25x. Russia can simply take ideas that focus on quality instead, because their national ideas are strong enough that Offensive + Quantity (+40% force limit) would not match that base +50% force limit buff.

My suggestion would be to move all the national ideas down one tier to follow these changes. So Russia's force limit modifier goes from 50% to 33%, nations with 33% force limit go to 25%, etc. and the same thing for national manpower. This should put the relative difference back on par to what it was before between national ideas and idea groups.

Would be a great impact, I would also change the bigger nations mindset to not spam out force limit modifier buildings, as that is a tall feature, so we dont get Ottoblob with 500k in 1600s, I think the game would also benefit from that, as a new dynamic would be created.

The player is having a good advantage, but making the game bonkers anyways is not the right aproach. The ai is just bloobing at an insane rate at the moment. It is a fact and it is not historical, the ai is more agressive, but most of the time that has been hardcoded, so it is not that fun to play against. Big nations in human hands have even in prior version been overpowerd, now you even get better land, but the ai devs too much, builds too large armies and there is no dev destruction other than hordes. The 30 year war destroyed population up until Napoleon in Germany. Or the Ottoman wars in the Balkan, Spanish migration to the new World, destruction of the Benelux in the 80 year war etc...

That building is not a tall feature though. It literally scales by the number of provinces you have. The more provinces you have, the more you can place this, the more you gain from it. A 100 dev 5-province country can get only 5 force limit out of this building, while a 30 dev 10-province country can get 10 force limit out of it. Tall countries want percentage bonuses to make use of the concentrated development.

Whatever thing they do to fix it should also hurt player. I don't think it is good game design to just tell the AI to make worse decisions so that the player isn't annoyed by them being close to parity with the AI
