You guys are not helping me, if you guys think this current rebel mechanics is fine then you shouldn't be talking here. This thread is not a spam, I am serious with this topic. Rebels ARE Overpowered.

So it's "agree or leave" then? No mate. Rebels are pretty much fine, it's a fine balance between unstoppable and challenging but it's about as close as we're going to get without tweak after tweak after tweak. You're handed many opportunities to handle Rebels before you actually have to confront them and if you don't take them then that's your problem. I'm currently getting kicked around my swedish provinces by Norweigan and Catholic dissenters, It's going to cripple me for the next decade but instead of crying OP I can honestly look back over everything I've done for the past thirty years and see how I've mostly caused this problem myself.

As far as morale and discipline are concerned, for the first half of the game all an army consisted of was the same semi-trained guys who would transfer that talent to the rebels cause if they chose to join. The problem was leadership which we have modeled in a fashion, and equipment and supplies, which we don't. If we *really* wanted to change the ways rebels work now the best change I feel we could make is a dissent metre within your army regiments.

Sure but it´s not like it was easy to get horses or guns. As I said before, only armies helped by foreign powers should have the amount of cavalry and artillery the current rebels have. If they don´t, they should have a ratio of 1:10 cavalry and 1:20 artillery for example, and I´m being nice.

That´s specially the case if they are rebels abroad, like aztecs rebelling.

No they don't.

Yes they do. Unless they're peasants, any nationalists, patriots, or noble rebels have insane morale, god-like discipline, and demi-god generals that spwan from thin air. How is it possible that these rabble rousers composed of deserted troops, peasants, ambitious nobles, and common folk be able to beat my professional armies?

Oh and even if you do beat them, often times more spawn, out of thin air too! I bet even if I massacre every single person in my realm, more rebels will show up in a snap.

Rebels need to be altered such that the autonomy decision has more choice involved for both very small and large nations.

In the meantime OP, just raise autonomy in 1 tax provinces or provinces with junk trade goods, and leave it alone otherwise as you go. Provinces with 0 unrest don't have rebellions when the rebels pop, so you only have to baby the provinces that are actually valuable to you.

Later as you get into better governments and already have a good income stream, just spam raise autonomy in every province and let the government you're running tick it all away in 20-30 years anyway as you keep going.

Claims are more valuable than ever since they strip off 10% autonomy on province take.

Only partially related, but the Dutch Province Revolts events need to be looked at, as they no longer fit in with the rebel mold at all. Spawning 26+ size rebel stacks in a single province (when event-spawned rebels tend to not be larger than 12 now) seems out of place; perhaps an unrest modifier on all the Dutch provinces you own would be better (and give a better shot of the Dutch revolting successfully, honestly).

Was that ideal then? No. Is it ideal now? No. But now rebels can be predicted, and their eradication planned ahead.
Rebels were not perfect in the previous patch because the mechanics did not allow it but now there is no excuse; to put it bluntly rebels are not realistic in this game because the Dev’s don´t want them to be. They linked revolt size to OE for a reason which is to artificially restrict the player expansion which is a blatant admission that the game AI is hopeless and all the original anti-expansion mechanics (AE and coalitions) are a massive fail.
