Colonial nations become ridiculously strong in the game, often becoming some of the strongest countries on Earth by 1650. Are there any plans to address this?
I would suggest making supply limit increases not affect New World provinces. Coupling this with the modifier can_colony_boost_development set to "no" would go a long way, maybe all the way.

I fail to see how removing supply limit increases (from technology, I suppose) can visibly reduce "strength" of colonial nations. Supply limit is not force limit or manpower, it only increases comfort for human players when moving or drilling armies and sometimes allows to reduce attrition losses from suboptimal micromanagement of armies. In case of AI controlled CNs these factors don't apply at all.

I would think that reducing supply limit would al least make it harder for colonizing nations to land large armies and sustain them. I'm a little rusty on the game mechanics, but surely there is some way to keep force limit and manpower from growing over the course of the game in the Americas. I would think that everyone would agree that the current setup needs radical adjustment.
