Neighbors have much larger armies than me.

I'm currently playing Abyssinia (started as Axum and took Harer) and all of my neighbors can field armies including the Duke of Gondar. I can field around 2k while they can field around 6k, is this the work of buildings and laws? Or am I missing some other important thing?

In my case, my neighboring enemies around poland have warrior cults in their castles, which gives them a huuuge amount of light infantry.

Check your opinion with vassals, military tech, how many baronies are in the province, etc.
