Preface: in the suggestion geography, forts and ZOC of this morning, I introduced the surrender mechanism for forts. This suggestion tries to explain this mechanism.
Observation: now, armies can assault forts (https://imperator.paradoxwikis.com/Assault) but they cannot negotiate a surrender, something that was common at the time. Also, assault is broken in the mid to late game, as manpower and armies are big enough to bring down any fort with an assault with affordable losses.
Suggestion: cities with fortress level 3 and above cannot be assaulted. Instead, they can negotiate surrender. The attacker will immediately control the territory and the city will avoid loosing POPs by death or enslavement.
Factors:
A negotiation will factor the following points to decide if the city surrenders, being one point positive will surrender the city:
-50 if it is the National Capital City or
-25 if it is the Provincial Capital City or
-10 if it is a City and
-0.5 x Provincial Loyalty (%)
+6 x Charisma of the Attacking General and
+10 City has the same majority culture as the attacking general and
+10 City has the same majority religion as the attacking general and
+5 if Provincial Capital has fallen and
+15 if National Capital has fallen and
+40 no food in the province stockpile
