I played as most of the nations in Vic and with the 1.03 patch I have had negitive man power it is not very accurate, and when playing, the number of troops does not go up, it stays at -280, with the man power cheat not working....can anyone assist me with this? :confused:

Increase defence spending and convert pops to soldiers. See also:

My suggestion is to stop the game, max defence spending AND army spending, then mobilise, replenish your armies build what ever army/navy you like and demobilise.
Sure your manpower will drop even further but who cares when you have the standing army you need for most of the colonial wars while when someone DOWs you have to mobilise for full scale war anyhow (this includes conversion of more POPs to soldiers).

In the case of Britain at the beginning of the Grand Campaign, or any other nation with a sizable navy, it is most definately a bug:

Navies under 1.03 aren't supposed to consume manpower, however simply start a new campaign as Britain or some other naval Power, disband your entire fleet, and then wait a day or two and your manpower jumps from -147 or so to +220 positive...thats because the "old" navies you start with haven't been changed to reflect the new manpower rule, new navies you build after game start will not <usually, although i hear there are some bugs> suck down manpower. That...is a bug :rolleyes:

Also, as a personal note, since they readjusted the manpower rules in the patches, they might as well have readjusted army sizes or soldier POPs, so that you don't have to start every game doing this manually yourself, its a pain in the a**, and it needs fixing.

Well... I think adjusting POPs is very low on the to-fix list. Like granting everyone starting tax collectors in EU2... Every time you play EU2 you have to spend the first couple of years building them yourself. Otherwise you don't get any yearly income. :(

Actually if you want a bug at least I think it is. Disband your entire army and still have a negative manpower. I did that once as Japan. Despite having 0 active divisions and tons of soldier pops I still had 0 manpower.

You can't have defense spending at 0. Not with Japan at any rate. You can bring it all the way back yes but you'll never be at 0. You'll always pay something so yo ushould have some manpower but still negative. heh
