So i've been playing England, and rather than have my early game scuppered by rebellions I tolerated the lollards.
This has given me -3 papal relations.
Unfortunately this has now doomed any relations with the pope because my net papal gain is -0.5, by improving my relations with the papal state, I increase that by 12%.. which is now -0.56.
Shouldnt the bonus modifier only cover the positive relations boosts?
