Negative "energy gained" from stations

At one point in my current game, for no apparent reason, my energy income swung deep into the negatives. Thinking this was a temporary effect of a recent big war, I put my ships into orbit and alleviated the hemorrhaging energy credits by exchanging with my local trade enclave.

However, the deficit did not stop, even years after the war. I attempted to pinpoint the issue and I found this:

What does it mean for station income to be negative? Does it refer to mining stations? Space ports? Why is the deficit not listed under "Expenses" instead? I've looked around on the internet for possible answers and there have been a few others with my exact issue. No one has provided a definitive answer, the most likely culprit being inefficient sectors.

Anyone else see this problem before? Any solutions out there?

Please ignore the budget screen as it's unreadable. What your seeing has something to do with sectors if I'm not mistaken.

(it looks like the gained from stations number is the energy income of Stations you control less the amount of energy that Sectors produce, the energy from Sectors is then added back in on the Sectors line, as I said it's unreadable)

The real problem of your deficit is you have 2 extra systems over cap. That's -20% energy production.

The two systems over the cap is not the problem; they're two recently colonized systems I hadn't yet put into sectors. After I put them into sectors, only went back to ~ +10 where before this all started I was pulling in about +100/month. Like I said, it seemed to start suddenly after my most recent war and I just can't seem to find the cause.

Could it have something to do with the newly annexed systems being handed over to sectors? I annexed about six systems and immediately put them into two sectors.
