What exactly is the purpose of the diplomatic options with negative results (like claiming the throne)? I had assumed you could provoke a war, but I ran the relations down to -200, then sent several more provoking messages, but nothing happened. Does it take time, or is there some other use for these that I'm too lazy to come up with myself?

They don't, in fact, do anything other than run down relations. I think that the designers just never got around to implementing them. In EUII they do have effects, as well as potentially costing more. (For example, you can warn a country not to attack your neighbors for a period of time. If they do anyway, then I think you get a CB on them.)

Sure, though if you have even a small amount of money, it would be better to send a gift rather than an insult, to push relations up instead of down...
