negative consumer goods as Gestalt consciousness

Hello everyone,

like the title says I have a negative consumer goods production as a Gestalt consciousness, which should be impossible. Since I've only played this race after the new patch was released, I'm not entirely sure how normal races get their consumer goods, but I haven't come across a building which produces them and can't buy them at the marketplace.

Is this a glitch, and is there an actual solution to this problem? (except to go through every single planet manually to find the culprit)
