I'm not sure if I have the same issue or not, I just assume that my Battleships mainly sit at the back because they are loaded with Large weapons, Lances specifically, which have massive range. It is rare for them to get close enough to the fight for them to use Medium or Small weapons though.
I did notice fighting the Scourge though that their Queen (battleship) was usually at the front of the fleet and basically acted like a tank to soak up all the damage from my fleet, letting the smaller ships do their thing.
Not entirely sure how fleets are supposed to work other than turning into a mess once they get into combat range.
