At the back of my head I know I heard or read a certain quote, but I can not rember the exact wording. Or even the source.
Roughly the wording is like this:
"The wise King/Ruler will always make certain to pick problems for his people/nation that only he can solve. That way they will always have need of him."
Now that I see them, the Ethics atraction modifiers for Miltarism in particular sound like they were designed by that principle. I think the quote would fit nicely on the wiki, but I can not remeber it properly. Anybody have an idea?
