Need Help with V1 rockets

Hi, I'm having trouble with my V1 Rockets. I'm playing as Italy, I've annexed France and have V1s along the border of China and and former French Indo-China. Well, I tried to fire some V1s at Chinese troops which were in range, I was sure to make sure I was in range, but when I clicked on the province I wanted attacked, it just showed an "X" over the province. I need to know how to fire off my V1's. THis is giving me a little trouble.

Are you at war with China? Because, if you aren't, you can't attack them.

Do V1's even have a tactical attack? I think they are only useful for attacking an enemy's industry.

VI rockets only strategically bomb (10) and they have a very limited range (300). You might not be able to reach some adjacent provinces due to this limited range.
