How to be able to DOW Sinkiang as Communist China?

Ive done all the following...

Raised threat on Sinkiang from the beginning.
Annexed Xibei San Ma.
Raised threat on the Soviet Union (same ideology, i know).
Raised threat on Japan/Germany which ever appears to be their highest threat.
Raised threat on the UK (just sends them rushing into the Comintern).

I want to be able to do it prior to them joining the Comintern, and without me joining the Axis/Allies. Ive yet to find a way that allows me to close the final gap of 10 pts or so. Any thoughts?

Raised threat on Sinkiang from the beginning. - sounds almost reasonable, except for the fact that it is incredibly slow, because of same ideology, no shared border and low IC

Annexed Xibei San Ma. - Maybe don't do that before you DoW Sinkiang, but take them on both at once. DOW SIK first, then CXB.

Raised threat on the Soviet Union (same ideology, i know). - kind of useless

Raised threat on Japan/Germany which ever appears to be their highest threat. - have you tried raising threat on CHI? Because they are your direct neighbour, own a lot of your cores and are paternal autocrat, i'd say forget about GER

Raised threat on the UK (just sends them rushing into the Comintern). - then don't do it^^

or cheat...after all its sinkiang, its not going to have any impact on balance^^

Im at the point of cheating because i feel that i have exhausted all reasonable possibilities allowed by the game, which basically means i can live with it. Ive raised threat on Sinkiang, taken their neighbor and after 5 years not even close to a DOW its safe to say its a game issue. But how to cheat? I have tag switched and fired their prepare for war, it made no difference. Id hate to have to actually go into the scripts and do so but it may come to that.

I got, didnt want to but managed. Used CGM and brought my NU down, which in retrospect probably wasnt needed. It allowed me to fire my laws about a month early, which for Comm China isnt much 12 IC at war economy isnt exactly a beast. Anyway i raised threat on Xibei San Ma, fired prepare for war, tag switched to Sinkiang and fired their prepare for war and aligned with the Axis. Ill handicap myself with no DOW's for 2-3 years to balance it out. But at least its doable for those who may want to know how.

Because in this case i can justify my cheat as something wrong with the games scripts not that im doing something totally off the wall. If I play Communist China and spend 5 years increasing my threat with Sinkiang AND annex their neighbor, it is realistic to assume that i should be able to get a DOW. I dont feel thats an unreasonable assumption.

Next, because part of me still feels guilty (i hate being gamey) I handicap myself in ways to sort of balance it. In the above case i didnt go to war until Jul 1939. No quick invasions.

I've run into this same situation/problem in my current Communist China game. Spent a lot of leadership and time raising threat on that country, declared war on several other countries (neighbors and far away ones), conquered all the warlords and still couldn't declare on them.

I ended up frustrated and use the noneutrality cheat

There is a great let's play Communist China by BarrosRodrigues in which he manages to DOW them without using any cheats. I guess the key in that let's play was to conquer Tibet. I wondered "why does he bother with Tibet, that country doesn't have a single resource/IC province, why raising CommChina global threat?" In retrospect I think he did it to get a larger shared border with Sinkiang, which could have helped him raise Sinkiang's threat faster and lowering CommChi's neutrality faster as well.
