I don't blame him for being a beginner. But he says his goal is to recreate the HRE. Either he has to set up a realistic goal for a beginner (not to play as Austria and reform the HRE), or to learn it the harsh and the quick way.
You'll never see me go in a topic where someone asks for advice in a run without giving his goals and say "you're dumb, you should have no CBed Byzantium on day 1, now that's your fault if Ottos are unstoppable". But if someone says he tries for something specific, I adapt my expectations to what is needed for his goal. And here, you can't reform the HRE with this merchant placement and overall management. I may say it too brutally because my English is not perfect, but I think the idea is beyond doubt.

I just started playing EU4 again after playing lots of stellaris and hoi4 so I figured Id play a slower diplomatic game with Austria.

Started out ok got Hungary in a PU but where I got stuck was with the religious turmoil.

Almost all of the HRE wasn't Catholic anymore and half of Austria changed causing me strife. When war broke out I got crushed by most of the HRE and the ottomans who joined them.

What did I do wrong and how do I fix that. My goal was to create the HRE

But if you convert you are loosing certainly(?) your PUs and the title emperor. And btw Austria was always very catholic. Converting will produce many rebellions. If in your case nothing happened you was really lucky.
Why would it lose your PUs? And Austria should be able to easily get the emperor title back after Protestants win the 30 year war. They get an insane amount of diplo-rep.

I already diplo-annexed my PUs by the time religious wars started, I got a reformation center in Steiermark (I think) and converted, after most of the provinces were already protestant and the Emperor was some minor 1/2 province country, so I didn't really mind that for the few years.

Technically, the best way is to pass Erbkaisertum and then reform. But it requires faster expansion.

Catholics never make it, from my experience. You can make your subjects convert to your religion in the subject management menu.

To form the HRE fast, you need to avoid the Religious League completely.
The RL will only fire if at least one elector is not catholic, so your top priority is to make sure that all electors stay catholic.
Do that (and forceconvert everyone else in the HRE who is not catholic of course) and your IA should keep rolling in and you can pass reforms even during the reformation outbreak.

I am doing a Austria run atm (formed HRE in 1555 and now (1660-ish) I have Habsburged Spain, Poland and France in PUs) and I used this (slightly outdated) guide to get started:

Most advice here is pretty high level minmaxing.
A more beginner friendly advice would be:

1. Use enforce religion demand when declaring peace to get nations to at least temporarily become catholic again (and take their money). You can fabricate claims on protestant countries or their allies or use Unlawful Territory.
With religious ideas you can also use Holy War.
2. Which side countries chose during the league war not only depends on their religion but also on their relation with the leader. Especially countries outside the HRE will join the protestants if they hate you. So make some friends in Europe. As Austria you usually have a high Diplomatic Reputation and a diplomat to spare. So its easy to get someone from your dynasty elected in Poland. Spain is also a good choice as friend during that time.

That should let you survive the league war.
One thing, if you win the war you can demand conversion as emperor action. Use that sparringly as it gives every other protestant country a stacking relation penalty which only slowly disappears. That can make Revoking the Privilegia quite tricky. Use the enforce conversion peace demand instead.

A curious thing to note, is that if you add South Italy or any other land that connects to Balkan OPMs, there is a chance (high?) chance they will join HRE.
I`ve had HRE members Greece, Naxos, Athens, Knights, then Genoa added it`s own provinces there into HRE.

I lost the war and made the HRE change religion. When I did so I regained the Emperor. I do have 17 rebel princes that are cutting my points to nothing but I only see 3 or 4 countries that are rogue with the biggest one being bohemia.

In games in General do you use your points for development? I seem to be using my points to keep up on Tech. I do buy buildings that give more income and manpower ect.

Using points for institutions is imho even in europe very important. Other than that, only left-over points.

It always depends where you expand. Italy and Germany are deadly. Poland and France are "ok". Lithuania, Scandinavia and Russia are trivially easy to conquer without getting a coalition.

Here is a screenshot of my current Austria game just as an example after learning from the guide. I'm about to start feeding GB to Scotland, and probably feed France to Burgundy. PU over Commonwealth should hopefully happen in 20 years or so. Then it is just a matter of eating stuff.

Vassal swarm is considered a much better option than actually forming HRE. Ottomans was allowed to grow more than one would like this game, but even they won't be an issue now.
