So, playing as Qara Quyunlu I'm trying to create Persia, which apparently is alot harder than I initially thought. I've conquered all the provinces that I needed to, now the problem is that I can't be a tribe (and why is that?). Apparently I need to reform my government into muslim, and THEN create Persia - That really does defeat the idea of actually creating Persia at all.
Besides I still need to either fill Economic, Administrative or Innovative ideas... this will take forever!

Is there a way to create Persia faster?

Yeah — don't start as a horde.

Also, as a heads up, Persian NIs are garbage. Horde ones are much better.

edit: you don't have to start as Tabarestan. You can start as a Caucasian state as well, and culture-drift to an Iranian culture. Hell, if you start as Georgia or Circassia, you can be eastern-tech Persia. Or western Persia if you start as Genoa.

Yeah, well, but hordes have that enormous tech malus. Beside, I like the flag and the events - I want to try the flavor, if there are any.

Hordes have to reform before tag switch. It's the same as Timmy -> Mughal. This was a change in 1.6 I think.

So if you want to try horde flavor you'll have to accept their limitations. There are two ongoing horde rage-threads if you need to vent.

The current Manchu tribes are an exception to this. Forming Manchu reforms the government and forming Qing gives you new tech group and units.

1) Start as Timurids.
2) Move capital to Esfahan. (-200 admin)
3) Culture shift to Persian. (-5 stab)
4) Wreck Qara Qoyonlu and the 2 province minor until you can annex both. (3 wars, tops)
5) Finish one of the reform ideas. (-2,800 admin)
6) Reform government. (-200 admin, -5 stab)
7) Form Persia, giving both Muslim tech and units.

I used this strategy yesterday, starting as Timurids in 1444, and finished in 1545 as Persia, 101 years. I'm positive one could do it faster with good heirs. Be sure to keep a surplus of about 500 admin power before any of the stab reducing decisions. To fill the time waiting for admin power, I waged wars with Delhi and Uzbek to keep them from getting too powerful.

Optional Objectives:
- Get converted to Shia.
- Wreck Uzbek, forcing them to release Kazakh and Sibir.
