When you double click the icon to run the game nothing happens right.
Have you tried hiting Ctrl-Alt-Del and see if it lists anything EU2 related as running?
Some people have reported this as happening to them. (there is a copy running but nothing displayed.)

Okay Since I guessed right on the ghost version running I will take another stab in the dark.
Make sure you have selected small fonts in your display settings.
Also disable the music by running EU2 config program.
Can you also tell us what other things were listed when you hit the Ctrl-Alt-Del.
