I was playing a GC as the Papal states, within the 1st 10 years of the GC, England declared war on France, I was allied with France, England with Naples. Through some luck and a little assistance from Algeris, I was able to take both of Naples provinces. However, when I pull up the tribute menu, it doesn't let me annex them. I have checked all the small islands, and they are all owned by Spain or Venice.

Are minor countries allowed to annex other countries? I have played as major countries a couple of times and had no problems annexing.

Don't know really, I guess the fact that you're not the alliance leader has an imopact here.
Probably Naples is still awaiting help from it's alliance partner?

It definitely doesn't have to do with the fact that you're playing a 'minor' country. I had this same problem a while ago when I was playing Prussia in the Age of Reason scenario and trying to annex Saxony in a war where I wasn't the alliance leader, but had conquered both their provinces. The game would never let me do it.

Being the alliance leader or not doesn't matter... Neither does the fact that you are a minor matter...

They just must have province somewhere.... It might be a tradepost or what ever...
Or they might have occupied a province....
Happen to me with Venice... They had a trade station in North Americe ;-) Who thought that about Venice.... Must have been an early relative to Sergio Leone looking for a movie star ;-)

There should be a roaster telling you which provinces the countries have.... ;-)

I suggest that you settle with one of the provinces before the leader of the province makes peace.....

Or you find the missing link.....

I might be wrong about this idea. But in the beginning, Naples is a vassall of Spain.Maybe that's what's hindering annexion, Naples waiting for their larger partner to intervene, or rather Spain not giving up their neighbor?

Speaking of it, I know how frustrating it is when your alliance partners drag you to war and when you are about to beat up on your opponent the alliance leaders make peace. Great!

Yeah, I hadn't thought about the fact of them being a vassal. Weird, the 1st time I went to demand peace, it only listed the 1 non-capital province (expected that), but the next time, it didn't list a single province, even though I still owned both of them. Oh well, I'll check back into it to see if eventually I can annex it.

If you do not have the option to annex : they have another province somewhere.

If you have the option but they refuse : as you are at war with their allies, and their allies are stronger than you, they are rightfully waiting for one of their ally to kick your ass/liberate them or for the alliance's leaders to sign a peace ignoring you.

This is an intended features, to prevent tactical annexion like this that were all too easy before.

Just as a general tip, when you are facing this kind of problem... Remember that you can use the political map, the one that colorcodes all the provinces respective to their owner, that way it's a lot easier to scan the whole world for that last missing province. It's one of the icons on top of the minimap (can't remember which), and then just zoom out, and in other cases at least you should easily find their last colony, TP, province or whatnot... :)

bah, happened again today. Milan declared it's independance from France, declared war on France, and the Papal States were the only ones loyal to the alliance. Anyways, I went up and thrashed the small army of Milan, laid siege to it and conquered it. Went to the peace window and again, no annex.
