Need advice to balance the research "equality" of "majors" and "minors"

This is not a thread for modding-mechanics; only for content ( value of buffs )

I have created a mod to counter, that research of minors could be "equal" to reserch of majors; considering, that more competion forces people to think also more about better and new solutions.
Aim: Giving buffs to those countries, who can "perform" more competion in order to reach a more "realitic" balance.


Okay; let's get down to business:

Having an amount of X "factories" every country will get an idea (like national-spirit) via decision (zero cost).
For 75 IC this idea gives you:
- production_speed_(for every buiding)_factor = 1.0 (means reduced time to build)
- research_bonus = for (industry, electronics and synth_resources) = 0.5
- research_speed_factor = 0.025 ( all folders )

Having 150 IC the idea swapped and + 1.0 research-buff were added
Further "swapping" by 225 IC, 300 IC, 500IC and 750 IC.
225 IC gives you an extra research slot.

For MIL
75 MIL:
- research_bonus = for (infantry_weapons, support_tech, armor, motorized_equipment, air_equipment) = 0.5
For each next steps ( 150, 225, 300, 375, 500 ) + 0.5 research-buff were added.
225 MIL gives you an extra research slot.

For dockyard:
30 docks:
- research_bonus = for (naval_equipment) = 0.5
- modifier = industrial_capacity_dockyard = 0.1 means time for shipbuilding is reduced by 10%
For each next steps ( 60, 90, 120, 150, 200 ) + 0.5 research-buff were added
and time reduced by 10%
90 docks gives you an extra research slot.

I tested this mod and it works; I looked into the savegame an regocnized that the AI took those decisions.


Please take a look at the numbers
-> Amount for decision (75) too high or too low? -> Buffs too high or too low? Too many extra research slots?

Any improving-suggestion about the mod-content is welcome.
