The only question I'd ask is what the CPU is, but the rest of it is mostly equal to or better than my desktop, so you should be fine (I only have a GeForce GTX 750 Ti, but Paradox games don't need much graphics power at all. A 960 is overkill, though it'll be nice if you play other graphics-intense games).
I *think* that that has a 2.6ghz i7, but not sure. It was just the first one that popped up after googling it.
I still have a four-year-old Samsung Series 7 laptop that handles CK2 just as well as my custom console-killer tower. The only real difference is that the tower loads and saves the game a bit faster because the primary hard drive is a solid-state.
It doesn't take a super-powerful machine to run this game well: the main things you need are a good multicore CPU, a decent amount of RAM (say 8 GB), and a good-sized hard drive. I doubt if you even need an integrated graphics card.
Uh, ok, just for clarification:
1) The game is primarily single-threaded, so a good "multi-core CPU" won't actually matter.
2) Yes, you'll probably need 8GB of RAM, but since the game is 32-bit it won't use any more than 4. Ever.
3) A good size hard drive is, uh, good, but the biggest aspect of the game is the save files. Periodically purge those and the game isn't that big.
4) I think you meant to say that you doubt you'd need a "discrete" graphics card instead of integrated. I've got a 7750 in mine (2-3x better than integrated), and there's still graphics slowdown at speed 5 when panning the map. You might be able to make-do with an integrated, but it certainly wouldn't be optimal...
Do you have any issues with building the rig ?? I can give you a 600 dollar option a 1000 ----or even a 1500 sweet option
Unless you can tell him how to build a laptop, I'm not sure that that's going to really help. He needs a laptop since he travels a lot.
