Recently I play a game as Japan. I have taken Hawaii and I plan to invade Mexico/main land US. However, my main battle fleet cannot reach Mexican coast, and my submarine fleet barely reach it so I can invade Mexico. I think Pearl Harbor is close enough to the entire US West coast, so I think when the game determine the naval range, it only takes into account of unoccupied base. I feel that Paradox should fix this, is this make sense.

it does takes into account the naval bases you occupy. Take the old tech ships out of your fleet you'll see more range

as japan to reach USA right now you need 1940 cruisers and up, destroyers won't reach it

I've just done some double check, destroyer 2 have range 1800, while other cruiser have range 3000. That parity is actually larger than I thought. Another thing I get wrong is that, this take into account of the your naval base, not the home base that your fleet. Since my fleet can reach Hawaii and it based at Tokyo, so I think that it can reach US coast when based at Hawaii (since distance Tokyo --> Hawaii > Hawaii --> us coast). This is wrong, because I have several island that closer to Hawaii, so my fleet actually not reach Hawaii from the Tokyo home base, but the distance is calculated from some other base.

It' not where you are based it is about fuel range. Your Tokyo based fleet in Hawaii doesn't refuel in Tokyo it refuels somewhere closer. This is why you have to take out the short range ships.
