It's basically impossible for Navarre's succession to work how it historically did in the first 50 years of the game, and most of the time it'll simply be absorbed into Aragon or Castile way earlier than it historically was, because John II is incorrectly portrayed without an heir. It's impossible to marry into the Foix dynasty to get the throne to pass to them because they're French vassals.
There should be opportunities for Charles IV to seize the kingdom from his father who's squatting on a throne that's not rightfully his, at the very least when Alfons of Aragon dies. After that, the kingdom should at least sometimes pass to the house of Foix via his sister Eleanor (and inherit Foix of course).
