Expeditionary forces should load fine. Militarily controlled units won't. If you're sure that the exp forces aren't loading, then a closer look at what's going on may be necassary to diagnose the problem...
Yes, it does seem kind of odd... the whole relationship between your own forces, exp forces and militarily controlled units is a strange marriage. Could probably use some tweaking, yes.
