What do I need to unlock Amphibious Operation Analysis and Specialized Army Units?

You have to be at war (and have to research "landing craft") before "specialized army unit" is available. War is also a prerequisite for "amphibious operation analysis" (among other techs that have an "R" attached when you click on amphibious operation analysis).

Yes, this is intended to model the RW situation where there wasn't much emphasis on amphibious operations until a nation actually needed to do one.
