It has been awhile since I played the game. I am lost with the new pre-set naval task forces that are set up. How do I get rid of those as I would rather build my own?

I wish to THANK @Mousetick and @KDEstroy for giving their thoughts to "Fleet Deletions (and Resurections)" !!;
while a few nations are 'rich' enough to afford NEW BUILT CVs, BBs, BCs, these Bad Boys are OPTIONAL BUILDS .

The current 'metas' stress El Cheapo small cost ships : DDs, CLs, CAs, and submarines [SSs] .
Screen requirements under MtG original rules, said 4 screen : 1 Capital ship or Cargo ship; I prefer to build 6+ screen for each .
A bigger screen gives you extra protection for Convoys against attrition, beefs up spotter patrols, and Strike Fleets have more muscle to work with .

When a War Fleet and a Cargo Convoy cross paths in a Sea zone, having extra screens help keep both at 100% screen efficiency; if attacked !

What to build is kind of a separate issue. Getting back on this, I simply deleted each of the task force groups. That gets rid of those groups and leaves me free to develop my own. Outdated ships are always of use as you can use them for escort patrol to keep your convoy and attack routes open.

I just toss them into reserve status. Reserve status fleets can have units drawn out of them for new task forces.

I usually first thing look at what I have, then toss it into reserve status, which also wipes any pre-existing 'commands'. Then I make new fleets/commands tied to the zones they control/service. Then I make task forces for those commands from the pool of reserve ships. I may make new theaters with separate reserves in some cases, like Atlantic vs Pacific for the US, etc.
