Anyone know the calculation for "Naval Supply Throughput" on a naval base? I'm seeing an unexplainable change to my Naval Supply - it randomly jumped from 12 to 26 for a few months and then dropped back down again. Looking more closely, it's only one base's supply that is changing.
I have two bases, each level 2, each providing 6 naval supply throughput for a total of 12. Then for no apparent reason, usually in August 1872 one of the bases jumps up to 20, giving a total of 26 with the other base. Then, between 2-6 months later it goes back to normal. There's no obvious change to anything on the day it jumps up or down and I've ran the save at least 10 times to check. I'm at a loss.
