naval starting seems to be rather pointless. Unlike levies you don’t just pop a navy into existence. You built them and then wait until you need them in a war, but until then all the cup is decayed.

Is there a way to keep it up or gain naval cup in peace time? Like drilling legions, but for navies?

Sadly there is little you can do. Even the combination of all things reducing exp decay is probably just delaying the inevitable for the navy, as you cannot drill them. It was asked a couple of times, but I guess we will have to wait for this until a proper naval rework is done.
