The default engage at medium risk is good enough if one follow the naval battle and ready to push the run away button. Otherwise use Engage at low risk if your navy is weaker.

Also for the doctrines, it seems that either Fleet in Being needs more bonuses for capitals/DDs or Trade Interdiction needs to have its bonus stats for capitals reduced since its doctrine is for the weaker navies lol.

In my opinion it's more like the naval combat is far too weird. Having the numbers advantage is by far the most important stat in naval combat because all ships engage at once and target selection is completely random, so making your ships more survivable is the second best thing you can do. The only better thing is making your ships cheaper, which doctrines can't do. Speed and visibility directly transition into higher survivability, so all the other bonuses from FiB are completely pointless because having higher survivability is just so darn overpowered in naval combat.

When I started dealing with naval gameplay, my initial assumption was that lower visibility just makes you more difficult to spot and doesn't give bonuses in actual combat, which would already make FiB better than TI for big fleets.

That is what I initially thought as well until I learned that you get hit less with it. But yes nothing seems to overcome a higher fleet count.

It's not all about a decisive battle (that never really happens, or matters anyway), though. It's about other goals you might have: for example, UK's survival depends on protecting its shipping routes, so doctrine should be focused on that, primarily. Planes also don't seem to care how visible your ship is.
