So I recently read an excellent thread on Naval warfare by @sterrius, but I have a question about Germany.

I'm assuming that the Blucher Class is the CA in your outline for a competent Surface Fleet. . .

So why are there two Deutschland Class ships and what is the difference between the Deutschland and Blucher Class of Heavy Cruisers?

The Deutschland Class HC is an upgraded version of the Blücher class if you click on the icon on the right you can see which upgrades were made

Also, I never noticed this before, but that green button on the right of the Deutschland Class is to decommission the class of ship. . . why is it only on that ship?

on the right side of the resource cost there is a big button (under the green one) which allows you to create variants of equipment such as ships, airplanes and tanks.
to create those you spend exp you earn in battle or through Theoreticians. the green button shows that its an upgraded version and if you click it, the variation gets decommissioned. if you click the upgrade button (right side of resource cost) on a already upgraded version you can see the implemented upgrades and spend more exp to upgrade it even further (max upgrading it costs too much exp to do it in 1 step, cause of exp cap).

It is a bandaid attempt by Paradox to add some flavour to naval within the constraints of the tech tree. The variants at the start of the game are there to try and get most of the ship class names that existed in 1936 into the game. There is also some small stat deviation, but not much.

A lot of the starting ships are variants. There were typically many different classes of a type a vessel built prior to the start of the game, and they use variants to try to differentiate the classes.
