I love playing with colonization mechanics and one of my biggest issues with the global wars that come along with colonization are the navies. Several issues I have with navies how they currently stand are:
- Lack of "Home Port" to return to during war
- Inability to call ships to port prewar
- Inability to Lock Fleet composition

A "Home Port" would be something I would appreciate as I could have specific provinces for my fleets to return to when war breaks out. An example of this would be if I have a fleet protecting trade in Bordeaux, I could set the home port as Aquitaine so during war or repairing, I could have the fleet benefit from the buildings in the province such as shipyard repair speed

The inability to call ships to port before you declare a war creates an annoying situation where the automatic return ship to port during war only activates when the war is declared. This could cause you to lose ships because you don't want to micro several fleets around the world and if combined with the "Home Port" idea could allow you to benefit from the shipyards and may encourage people to utilize those buildings more.

I would love to be able to "lock" my fleet compositions. Locking fleet compositions would be helpful when you capture ships so they can go to port and be repaired to stop you from having weak ships in your fleet to drag down your morale in an engagement. Transport fleets also have a tendency to clump up together into a massive transport fleet which bothers me as I like to have several transport fleets around the world for various reasons.
