Naval Production - Wichita Class cruiser

Playing the US in the early turns. In the first turn I had three different Cruiser variations appear in my production line of which the Wichita Class looked to be the best of the three. Sometime in 1937, when my back was turned, the Wichita class dropped from my production line and was sent to the new/upgraded selection board and now has a caption in red which states:" Design is over max allowed cost (5300) for this class". ????? I cannot now move this particular Cruiser line back to my current production line.

I can't find an answer in WIKI or maybe I'm not asking the right question. Okay, what happened? How do I fix it? How do I prevent a similar occurrence in the future?
I assume this is a generic type issue that may apply to other production lines so I'd like to know the pitfall or remedy.

thanks to any or all who respond - I used to play HOI 1 a long time ago. I'm grappling with and often losing - trying to overcome the rules in my newly purchased HOI 4.

One more thing - is the Wichita Class the best early US Cruiser class? thanks.

There are 3 "Treaty" cruisers that are under construction at start (1936 Start) that are actually over the Naval Treaty limit, but were allowed to finish by the treaty. If you look, you will find it in one of your fleets.
