Why there is no possibility to construct a naval port in Lithuanian province of Siauliai? It does have a connection to the Baltic Sea. And it's needed in some scenarios: in Goerdler's peace plan Poland was supposed to get Lithuania (and so keep the sea acces) in exchange for the "corridor" and Wielkopolska.
Could someone give me a hint, how to mod it?
