I really want to see more depth to naval gameplay, for a game set in the colonial period there is a complete lacking when it comes to the games navies and naval gameplay.

I enjoy the pirate raiding that came with Mare Nostrum, but I can't help but feel that there should be a similar system in place for all nations at war. Currently with the lack of naval significance this would be a change that would help make sea power more important.

Simply I would like to be able to set ships to either blockade or loot coastal provinces, provinces with armies or forts garrisoned in them should be impossible for ships to loot but otherwise navies should be able to set to take gold from the loot pile.

Ships should however be restricted to being able to take something like 50% of the looting, to simulate coastal raiding only, it could be a setting you can turn on and off similar to the tick boxes like "return to port when at war" where you can pick to loot provinces or blockade them, if looting is not possible and the fleet is stationary then the navy should auto blockade instead.

I completely agree with the amount size of how much to be looted, since it is very close to what I was going to say. But instead of taking a half of the provinces loot, it could be like a third. Main reason for this is that the ports were very important for the income, but not all of the wealth was by the coast, because of it only a third could be taken, unless they could get an army there.
