I would like to confirm a couple of details about naval ranges for invasion purposes.

1. Is it correct the only two considerations for how far my ships can escort an invasion are the range of the ships and the location of a nearby naval base?

2. Does the size of the naval base matter or is a level 1 naval base just as good as a level 10?

3. Does where I have my ships based matter, or will I have just as much invasion range from say Guam if my ships are based at Norfolk as I would have if they were based at Guam?

It seems like on the third question it does not matter, and I am wondering if there is any benefit (like better combat ability or something) to ships operating from a base near the combat, or if I can simplify things and just base them all out of one home base forever.

2 naval base size doesnt effect range
3 whether you can operate in a sea area is determined by its distance from your nearest naval base the port you fleet is based in is simply its home port where it will return for repairs

There are at least two disadvantages to having all your ships share the same home base:
1) It'll take longer for the ships to return to base for repairs, and to get back to the fleet.
2) They'll all return to that base for repairs. But one port has a limited repair capacity, so it'll take longer to get all the ships back into action than if you spread them around between different home base ports.

So distant home bases do affect your ability to project power with your navy, even though there's no direct combat modifier.

There are also some cases where you can rebase to places that you can't patrol to, especially early on with short-range ships. Sometimes it helps to rebase closer to the action to skip past some of those red-hatched sea zones that are out of range.
