As mentioned previously, any boost to AA values also results in more planes being shot down, so it should be done with care.
There's also
Code:
ANTI_AIR_TARGETING = 0.9, -- how good ships are at hitting aircraft
which I myself also modified for better scaling with my increased top AA values.

The real problem is that a single AA stat in sane reality should have been rendered as 3 separate ones:
  • AA evasion (how easy it is to hit this particular ship from a plane)
  • AA defense (damage reduction upon hit)
  • AA attack (actual outcoming fire)
Now for torpedo bombers that 'AA defense' should utilize 'Torpedo Defense' instead, which PDX in their incomprehensible wisdom haven't modeled either.

edit: and also this:

Code:
ANTI_AIR_ATTACK_TO_AMOUNT = 0.01, -- Balancing value to convert equipment stat anti_air_attack to the random % value of airplanes being hit.

Imagine if naval bombers used the hit profile system! Imagine interrelated systems using similar mechanics! o_O

And, for the purpose of consistency, "torpedo defense" could be implemented like armor, with torpedoes then implementing piercing values like the other naval weapons. I'm not sure if the torpedo defense would be better included in the regular armor's stat block or given its own equipment slot.

I've only recently started playing HoI4 and my first country played was the United States. The issues presented regarding ship AA and the efficacy of naval bombers reared its head in the very first game.

I like the changed formula presented as it works with the existing formula and results in a better choice set for the player.

Having carrier fighters protect the fleet would also be a valuable mechanic, with air mechanics already being built into the game. Would also provide a reason to produce carriers, which doesn't really exist currently.
