In my games I find that investment into naval capacity increasing technology is barely needed and I tend to give it low priority. I get mostly enough from a few upgraded space ports. If I need more, it's usually at a stage of the game where building level 1 space ports with solar panels is easily affordable and quickly gives me the extra naval capacity I need.

I think investment into these technologies should be more important because it means that tech choices matter more. As it is, it's too easy to just ignore this type of technology and make up for it with some extra minerals.
