Aren't they totally underpowered? Even for games I play as colonial powers I rarely build many of them. Usually I build a couple provinces up to max and let them build ships, the rest either I leave them empty or get to Shipyard (+1 forcelimit), and even then I wonder if that's a good decision. Probably worthwhile when you get to 150% forcelimits, but I rarely go past 110% or 120%. I haven't played those countries that colonize a lot since 1.4, but is it actually more worthwhile now because you routinely go way above forcelimits since you have fewer coastal provinces?

Yeah, I pick a few strategically located provinces to build them in, but that's it. Trade buildings are also somewhat underpowered. Every other building type I will place in as many provinces as I have excess monarch points for.

Unfortunately there aren't that many things a naval building can do.
Unlike land buildings, which can at least provide manpower, navies... well, what are you going to do?
Too much cost reduction, and ship costs become trivial.
And lacking manpower.. really, the only thing is naval forcelimits.

Lackluster buildings is a point I try to address in my mod RebalancedBuildings, but Naval buildings are still fairly bland (useful yes, but bland).

I suppose you can blend it some trade aspects (as ports already do), but that has its downsides.

I actually like that... Thematically it doesn't make sense to have a Shipyard in every coastal province across the land. At current Having a few strategically placed Naval bases for ship building and Repairing loitered about makes more sense than just spamming them everywhere...

It really depends on the country you are playing. I like Russia a lot and without maxing out naval buildings I have virtually no navy. I have to go all the way to the highest level given that I only have the Baltic and Black Sea (and later the Pacific Coast). My guess is that this is true also of Austria, Poland, etc.

If, however, I play England (another favourite), they are indeed a waste of money given the forcelimit the Brits get from provinces, ideas, etc ...

Indeed... When playing England I usually build up to MAX level (Naval base) in Cornwall just for a "base of operation" and faster repairs, other than that I mostly ignore Naval buildings as the Brits.

Maybe another such "repair station" in Africa and one Asia later in the game...
