I think a simple solution against massive air and naval buildups would be adding an officer requirement. This way you CAN build 20 CVs, but you will have to invest a lot of leadership or risk your other military branches suffer.
In addition, if officer cost would increase non-linear for bigger ship types, naval vassals apart from the regular BB/CV buildup could become important. So, for example, a DD, SS or TP might require 25 officers, a CL 40, a CA 75, a CVE 125, a BC 150, a BB requires 250 and a CV 300. So a 5 CV + 5 DD carrier fleet would be worth roughly 1600 officers, or 16 brigades. Thats a decent leadership investment for many countries. Not terrrible much for majors like the USA, but at least better than a free navy as it is now. :>
Another option would be adding a triggered modifier that reduces IC efficiency with an increasing navy size to simulate material and workhour upkeep cost of a large navy.
