Do you need level 2 bases to repair? Can you build ships on any coast? As Russia, I can build in Alaska, despite having no naval bases there. Can ships sink from naval attrition? How should I invade Japan? Is there a strait between petropavlovsk and shumshu, and another between shumshu and Nemuru? How do I tell where straits are?

Yes, only ports with naval base improvements will repair vessels. Do check naval spending too, as the lowest (30%) is not very effective.

Yes, you can build ships anywhere. Certain ships require certain port levels, and some require the base to be part of the landmass of your capital. The clippers and frigates can be built at any naval base.

Yes, your ships will eventually sink.

My tactic for Japan is to surround them with war ships. Then invade it at either the northern or southern islands or both at the same time, and then slowly devour their troops. Make sure to do this before they westernise. It will be a lot harder once they westernise.

Your final point, I have no idea. I only know of the straits of dover and hormuz allowing france/britain and Persia/Abu Dhabi respectively. Well..there's the one in Zanzibar too.

I invaded Japan and took Hokkiado. I had to go over 10 warscore by a lot to do it. I blockaded them, sieged 2 provinces on the main island, and defeated 2 of their armies before they surrendered. How do I conquer more of them? Many of the soldiers in Japan are red or yellow. I have soldiers from healthy soldier pops, but they are in Western Russia.

if you have Hokkaido, simply move your ships, let them trickle in a small army, reinforce the blockage, then stack wipe them there. do this until they have no army left then march into mainland japan for free land.

They are uncivilised by this point, so no real threat unless you try to take on all the troops. You can always march your troops across the siberian tundra. It takes awhile. Or you could ship them around the world on some transporters.
