Disclaimer: I've searched this site and wiki..

Known: Naval Bases are province buildings and are capped at level 10.
Known: Each ship type has a port usage [PU} affixed to it.

Convoys = 0 PU,
Subs = 0.5 PU,
Destroyers = 1 PU,
Light Cruisers = 1 PU,
Heavy Cruisers = 1 PU,
Battle Cruisers = 1.5 PU,
Battleships = 2 PU,
Carriers = 2 PU, and
SHBB = 4 PU.

Unknown: What is the port usage limit to each level of Naval Base?

I know that each level of airbase can support 200 airplanes. Does anyone know the equivalent for Naval units?

FWIW, I found some historical figures to base my estimate of 10 PU per naval base level on. This presumes Pearl Harbor is going to be a size 10 naval base, which I think is fair.

Ships at Pearl Harbor on Dec. 7, 1941:
8 BB, 2 CA, 6 CL, 30 DD, 4, SS. = 56 PU,
Question whether to count 1 CM, 6 AM, 8 DM, and 4 DMS (destroyer sized mine layers and sweepers) = 19 PU?,
Assortment of gunboats, tugs, transports, repair ships, etc. = 0

Notable Task Forces based at Pearl but out to sea:
TF8: 1CV, 3CA, 9 DD = 14 PU (this was the Enterprise),
TF12: 1CV, 3CA, 5DD = 10 PU (This was the Lexington).

There were other notables, for example the Saratoga was in transit to San Diego and the Colorado was getting a refit at Puget Sound. But this puts the ships based at Pearl on the LOW side at 80 PU (not counting layers and sweepers) and on the high side just over 100 PU. Either way, 5 PU per level would be way too low and more than 10 PU per level would be (IMHO) unbalanced because it would represent way too much capacity for a level 1 naval base.

I've done my historical geek services for the day :)

It's a good guess. And lots of great historical info there. Best thread by a new recruit this week. Consider yourself as Trained status now :)

Pretty sure it is 10 capacity per level but given that port are a provincial improvement (like forts) you should be able to build all ports you need in a very tiny area.

I'm not sure what that means. Can you elaborate please.

Take Hiroshima - why build a new naval base in the adjacent province?

Yes, but a level 10 naval base would have a port capacity of 100. That's alot of ships, as listed above by @abacusdog27
