National trauma is good for a great fire in a small country. I am not sure one like 1871 in Chicago. In St. John's it almost took the nation down in a economic crisis. Another exampe , altought not in the Victorian era, is London in 1666.
I think regular fires are handled under the random events already in loosing so many resources. I woul like to see hurricanes but there would be the problem of having the right natural resources occur in the right place.
A hurricane in the North sea?
A earthquake in England?
This is the main problem. I think there is a way to limit scope in random events.
Another is adjusting probability. We don't won't to be done in by constant quakes and storms. This is the end times after all, not then, just kidding.
Another thing is that a hurricane attacking Florida shoul effect small provinces and then move to Georgia, maybe, a course of the storm.
This could be impossible, so maybe it could be like "A Hurricane has hit Florida, residents in Miami are distraught with damage"
You could lose a little money and a factory or some resources to whatever Miami produces.
I just may be a wish horse because I'm pretty much a newbie, still trying to figure the darn event system out.
