I would like to report what I believe to be a bug with the Tribal Land and Federation mechanics. I was playing with a friend who was playing the modernized Iroquis while I was playing as the reformed Aztecs. We were conquering the remaining North American tribes, in our game the Pacaha Federation, and we won a war against them splitting up their land between our two countries.
Less than a year after the war, they formed a new federation and when they did so they not only consumed their federation members but they also reacquired all the land that we had just taken from them, and already cored/stated.
I can't imagine this is working as intended and it effectively derails our game. It may be possible that they can repeat this as there are still some remaining North American tribes they can form a federation with so now we may not ever be able to take land from them again.
Please, correct this bug, for otherwise we won't be ever playing for natives in north America. We would like to wait for your repair and then continue with our campaign.
