1st suggestion:
I think when your playing as a native american tribe you should be able to force migrate other tribes in a peace deal. So if you go beat them up you can make them migrate out of your way. Native tribes didn't like other tribes coming into their nomadic territory - hunting the game, gathering stuff, etc.... War would ensue, and the losing tribe usually migrated away.

2nd suggestion:
When you go to culture mapmode, there are existing cultures in certain areas. A tribe should get a bonus for these areas if its same culture or culture group.
Bonus should be extra production because its safer to go hunt and gather when the area is populated by same culture.
They should get this bonu's while migrating in the area and from when they colonize it.
Make it like the french idea where they get double production from the natives in the area.
