Native Amerian - How do I tell vassals what to do?

Finally found some time to try AoW and it's going decent, but just had a question on the gui and thought someone else might know. As a Native American I don't get a Subjects tab. So how do I tell my vassals that I want them in "Siege all the things" mode? Is there somewhere else I can set it? I didn't find it, but thought maybe someone else has run across it.

The screen is definitely not available, but I'm hoping there's a second place in the GUI to set this and I just didn't find it. Of course, as a Native American I had plenty of time to look, so I'm not confident it exists, but figure it's worth a shot to ask. :)
