MThe problem, really, is that you can’t make an offer to a country to join their side in exchange for something, you have to wait them do the offer. As mentioned, China will join Tripolitania against Great Britain for free but won’t take back Hong Kong. We have to make ways for the player and the AI to tell a country who is a primary part of a play what we want in exchange to support them. Then we have stuff like Austria joining a war against Italy because of a civil war in Parma, where Parma capitulates, Austria has absolutely no more skin in the game but keep fighting Italy for 3 years until war exhaustion finally forces one of them to surrender for absolutely no war goal pressed.
